Dear Colleagues: 

I write to issue revised campus CAPM 404.220 and 410.220, effective July 1, 2025. The revised policies will be applicable to personnel reviews beginning in academic year 2025-26. Copies of the revised policies can be found linked below, and they will be updated on the Academic Personnel Office’s CAPM policies webpage on July 1, 2025.

CAPM 404.220 revised (eff. 7/1/25)

CAPM 410.220 revised (eff. 7/1/25)

The main intent of the revisions is to help streamline the academic personnel process by reducing the frequency of mandatory Ad Hoc review committees, thus allowing tenured-level appointment files and promotion files to come to completion more quickly. Additionally, the revisions incorporate conforming changes to bring the policies better in line with use of DivData Review in the personnel review process.

The proposed changes were announced on January 22, 2025, with responses due by March 5, 2025. Feedback was received from the Academic Senate and one dean. No changes were made to the proposals as a result of the feedback, although I have responded separately to the questions and concerns of the Academic Senate under a separate communication.

The significant changes, by policy, are as follows:

CAPM 410.220:

  1. Removing the requirement that an Ad Hoc review committee be formed in promotion cases where the department and/or dean recommend an acceleration of two or more steps.  
  2. Conforming changes to address the use of DivData Review in the personnel review process. The majority of these conforming changes have been practiced since the adoption of DivData Review for all Senate personnel reviews in 2014.

CAPM 404.220:

  1. Removing the requirement that an Ad Hoc review committee be formed 1) in appointment files where the department and/or dean do not support the appointment; and 2) in non-reappointment cases at the Assistant level. Ad Hoc review committees are still required when there is a department or dean recommendation against tenure in a promotion review, per CAPM 410.220.
  2. Conforming changes and clarifying language to address the use of DivData Review in the personnel review process, changes in employee onboarding practices, and changes to recruitment policies and practices.

In all of the changes where the Ad Hoc committee is no longer required, the Committee on Academic Personnel may still request an Ad Hoc, should it believe that additional input is warranted on a particular case.
